It says it requires an HD4650 and DirectX 11, but that can't possibly be true?
A Radeon HD4650 is a DirectX 10 card.

So, which part of the store page is a lie? Does the game require 11, or can the game run on an HD4650?

4650 supports 10.1 unlike Nvidia cards from that time. They only supported 10.

But the store page claims it requires DX11. The 4650 supports 10.1, but the store page says a 4650 can run the game.

Basically one of the two statements on the store page is wrong, and the devs need to step up and say which.

It's perfectly possible to require DX11 on the OS, but not necessarily have a GPU that includes all the 11-specific feature sets.
I'm moderately sure that the system requirements may just be placeholders. For example, it says we'll need 20GB of space. Final Fantasy VIII for the PlayStation is 2.64GB total on 4 discs, and the Steam port takes ~4GB of space. Final Fantasy IX on the PS takes 2.65 GB of space, so it's logical that it will scale to around 4GB on PC as well. The Steam release will be the same as the smartphone release, and 20GB would be absolutely absurd for that. The PC version may be bigger due to larger textures, FMVs, etc, but 20GB is extremely unlikely considering what would reasonably fit on phone storage.

tl;dr: The disk space requirement is most apparently. wrong, so the other requirements likely are as well.

I'm with you, I don't think any of the requirements are quite accurate. I'm just hoping someone connected with this finally makes a statement on the subject by the time the game releases.

As someone already said, requiring the DirectX11 API does not mean it uses all DirectX11 hardware features. The software and hardware requirements can be different.

20GB is used for a lot of games as a requirement. It's not telling you how much space the game is going to take up, but rather how much space is needed as a minimum for the game to comfortably download and unpack itself while keeping the OS from complaining about running out of disk space.
