You ever consider that they are actually fixing bugs found in the mobile release that would also impact the pc release.
All the mobile and console games are developed on computers.

I'd easily speculate making the game run on mobile ports was harder than making a PC port for it would be. There's no reason to be paranoid it'll come out at some point.
By this definition it isn't vaporware yet.
If it never comes out (i.e. we get an official announcement that it will never come out/production has been cancelled) THEN it becomes vaporware.
If they announce the cancellation it wouldn't be a vaporware. Reread the last part of that wikipedia info again. As it is right now, it's a vaporware, until it actually come out or get an official cancellation announcement.

Yeah, the mobile and console games are developed on PC. However, the code and programming is designed to be functional on said mobile device and/or console. This is how demo discs and demo flashdrives are born. It is loaded onto the mobile device/console, not ran on the PC.
This definition doesn't apply to the PC version of FF IX yet, because Squeenix hasn't set a concrete release date. Say what you will about the purposefully vague "Early 2016" window--the fact is that we do not have a static day or month to refer to yet--so the release cannot be late.
The only way this game would pass into "vaporware" status is if Squeenix sets a date, misses it, and says absolutely nothing over a protracted period of time in terms of confirming a delay or cancellation.
Kinda wondering how the OP feels about Starcraft: Ghost or Robotech: Crystal Dreams.
Or, heck, even Duke Nukem Forever up until a few years ago.
