What's the recommended level to fight him? I tried fighting him with a level 7 party and he wipes my entire team rapidly because of his high damage AOE attacks. Am I simply too weak to kill him at my level?

This is my first time playing this game since it was on Playstation.

Update: I have defeated him. I'll leave the thread up if anyone else needs some tips for beating the boss.

the boss himself is level 6. having a level 7 party should be enough to deal with him.

his fira AoE spell deals around 120-140 damage to every character, which can be negated by MT'ing daggers cure spell.

the other attacks deal around 70-100 dmg each to a single target (he will never target dagger with these), potions should do the trick there.

make sure to equip bird killer or man eater on steiner/zidane as this will help greatly with knocking down the HP of this guy.

above all just stay healed. sneaking in another fire spell with vivi at 50 hp is pointless if you're gonna have to phoenix down and potion the guy after he inevitably gets KO'd by the boss.

if all fails and you just can't get the timing of your heals right then go outside of dali for random encounters and level to 9/10/11/whatever it takes to have enough hp to not die to 2-3 fira AoEs

And don't feel bad, this battle sems to give most people trouble here on the steam edition. Whether it's a different RNG for this battle or whatever the case is, just keep trying.

I killed him on my first try after creating this thread. Oddly enough he didn't use his powerful AOE attack the entire battle.

His Fira is a counter-attack : he counters when Vivi cast it on him. He also casts it once when he gets under 50% HP, but that's just once and Dagger can heal it without problem.
The best is to not use Vivi at all in this fight.

In general, there are more counter-attacks than you'd say in this game. They are not always explicitely named counter-attacks but they are.

Don't brag, no one cares about your e-peens :).

With this fight just keep using daggers cure spell, pop potions when you need immediate healing and her gauge is low, and having the man killer/bird killer abilities turned on is the real difference maker. You will damage him down a lot faster with them on. The killer abilities can totally change the dynamic of almost any fight throughout the game.
