Report a translation problem
My guess is either a texture-related issue or perhaps something stemming from a lighting mod.
I recall that with Skyrim, an improperly installed lighting mod or a conflict stemming from a lighting mod and other things could result in graphical anomalies and strange visuals on the surfaces and objects which the light/shadows would touch.
But definitely not a normal vanilla issue.

Generally speaking when someone here has trouble and is asked "do you use mods" it also means "we need to know WHICH mods because that is important sometimes."

Failing that there is also an ini setting that changes preculling everywhere. It is likely to cost performance everywhere too tho'.
DOF/blur enabled can also cause glitches in modded games, even vanilla.
As in, I did not use a scrapping mod but the modder had used a scrapping mod when creating a settlement plan. So all the textures came out wonky as @#$% and you could see through them in certain spots.
Honestly, if inside the sub is the ONLY place you seen it, I would not bother chasing it down as it can take far more time to do that than you will ever spend inside that sub, not to mention fixes could cause new problems elsewhere as hawkeye just pointed out.
Although it would be nice to find a solution so anyone searching for a fix in the future has some documentation on it.
