This happens to me particularly in modded Covenant. I have several runs of an expanded covenant area which I've ripped out all the structures, and they all - all - congregate up near where the original upper most (away from the shore) structure is.
Make sure that the mods you're using have proper navmeshes, in addition to 'a door' being present. Just because a door might be there, doesn't mean their pathing allows them to even walk around to find it.
Also I should have specified that all of my mods add items and don't change the map other than adding snow and ice, derp.
Anything that 'adds' or changes a map - even just a texture swap - stands a very high chance that it will also have messed with the navmeshing and other processes. That's why a lot of mods have comments like "is it navmeshed".
changed the buffs on quite a few my mods . i had delete and re-install everything to set those mods working again .
I personally keep LOOKING at workshop rearranged, but. Just never quite get around to installing it, and I suspect that's because of the huge variety of issues that comes with such a thing.
I kinda wish my housemate had any experience with this game's creation engine and kit, because he used to do UI stuff for companies, and really all I personally want is a ui mod that helps me organize my vast array of crap without actually doing *anything else*.
But yeah the settlers clustering is a known issue, it's their pathing being messed up but their pathing is messed up as-is so there's also that :D
You can adjust their learning behavior if they are walking a path that clearly is blocked and won't go around, or even adjust how quickly they give up and just teleport to their destination, just in INI changes, though I don't really recommend jumping into too much of that, since the ini is often already quite confusing.
Not possible. When you get close to a settlement, the people there get placed where the game wants to place them. That includes in completely sealed rooms with no doors, or in this case outside of your locked room.
