Cant you craft ammo?
Or Is this just fallout 76. I'm thinking if you had one of the contraption dlcs it would allow you to craft ammo

You can not however use the Ammunition Plant to craft ammunition from the Far Harbor and Nuka-World DLCs.

The Acid concentrate, Nuka-Nuke, Modified Bowling Ball and Project Cobalt ammo (for the Thirst Zapper) can be crafted on the Chemistry bench.

The 7.62mm and .45-70 ammunition for the Hand-made Rifle and the lever action rifle respectively can not be crafted anywhere and can not be acquired in the Commonwealth, only in the worldspaces of the two respective DLCs.
(The only exception being 7.62mm ammo on Nuka-Raider patrols after finishing the Nuka-World main story a certain way.)

I'm using this mod to craft those two ammo types with the ammunition plant:

For your own immersion's sake I suggest you only install this mod after you've been to the two DLC locations and acquired the respective ammo types.

Or once you get a legendary drop of one of those weapons from a legendary enemy in the Commonwealth - without any ammo to use.

I just start popping over to Far Harbor when I need to sell a bunch of junk, and barter it for more .45-70. After a few trips I have a thousand or more rounds, and don't much have to worry about it anymore.

As others have said, you can make ammo if you have the DLC for it. I was looking to set up an Ammunition Plant at one point, but I looked at it and decided to get the Scrounger perk instead. I've gotten to level 3 in that perk and I've also decided to buy ammo. I'd been running out of .308 ammo for a while, which was why I'd seriously considered trying the Ammunition Plant. In the end the cost to build the plant and the cost of materials was a bit much. Using the Scrounger perk and buying the .308 ammo now have me walking around with more than 3,000 rounds of .308 ammo. So the Ammunition Plant isn't the only solution to the problem of not enough of a certain kind of ammo.
