If you have an Nvidia card can you try to use GeForce Experience and let it optimise the game's settings. This may also work and might even help with multi-monitor setups.
It looks like this has been an issue for quite some time, why would they fix it then?...
I do, and Nvidia GeForce Experience will not allow me to change settings at all.
See the little wrench symbol "Custom Settings".
Does it allow you to un-tick Borderless in the Launcher Options?
if so un-tick it press OK and the EXIT Launcher.
Reload Launcher click Options and see if the Windowed mode can e un-ticked and again close Launcher. The try again if the settings stay.
use this and go into documents/games/fallout fallout4prefs.ini and change these lines under [Display]
bBorderless=1
bFull Screen=0
iSize H=1080
iSize W=1920
i also recommend installing nexus mods on your PC and even if you dont use mods launch it though there.
There is however the in-game mod menu, but it is rudimentary and should be avoided if possible. Using a mod manager like Vortex or MO2 together with nexusmods.com is much better, because the mod managers can resolve conflicts and the website has far more mods available.
I've ried Nexus mods but still not opening in fullscreen.
Hope the update will fix the problem.

One can also try using GeForce Experience when one has got an Nvidia card. It lets one optimise the game and tweak it with a slider (see custom settings), and it has drop-down menus for the resolutions and mode.
An alternative is to use Bilago's Configuration Tool. It has a graphical user interface to all the game's settings:

Do not use Microsoft OneDrive. It can conflict with files under Documents\My Games\Fallout4\. Check there if the game has actually created its .ini files. Avoid editing by hand, because it can introduce typos, which will ruin it.
I've tried all of that, but still opens in windows size :/
I don't know what to do next but waiting for the update
Do you see .ini files under Documents\My Games\Fallout4\ ? Can you create files there and do you have the right permissions?
