If you do not shy away from mods then you can use the High FPS Physics Fix to run the game at higher refresh rates than 60Hz:

Got a good rig but damn I feel like playing on HDD.
I've stopped and went playing Dying Light 2 Stay Human reloaded edition, the distance render are quite satisfying. Everything else in the game are boring as frack but it made me pass the time.
By the way can we hope to see gamma and brightness options with this new update coming? It have been a true nightmare to play this game...is too dark not even my monitor can handle the void darkness in this game.
We need brightness and gamma settings with the update coming.
I'm referring if this next ''next-gen'' update will allow to tweak these parameters without regrets about breaking the game conditions.
Nobody then knows exactly what the coming update contains apart from the announcement. There is no real point in asking. All one can do is speculate and make educated guesses based on Bethesda's previous updates and general practise in the industry.
A change like you are suggesting would require significant changes to the game and plenty of testing. No gamemaker goes to this much trouble for an update. Updates are meant to address important issues, but otherwise not to change the game but to leave it as it is.
The announcement then contains just enough details to draw conclusions from it. So do they mention 60fps, but no higher numbers. If the update would allow for higher frame rates would they very likely have posted about it already. The same goes for graphical improvements like you are asking for. If this was coming would their PR have a field day with it. Alas, you can forget about all those wishes.
The update will very likely be disappointing to PC gamers. It will definitely cause problems for modders. Some mods will even end up dead afterwards due to their authors not caring to update them (TruBy9 has already retired his mod in advance for example).
It is the console players who will benefit from this update. They will be able to play with more than 30fps. This is the big news, to play on consoles with up to 4K and with 60fps.
Best is to install the High FPS Physics Fix, a mod which addresses these issues. Read through its description to see what it all fixes. Then you get an idea of the problems:

I have the long loading times in some areas of the game, such as downtown Boston. But the stuttering when sprinting? Not at all. I have the game capped at 60 fps.
