Didn't the master know that there were 2 shelters full of people inside in Los Angeles?
In fallout 1, it is clearly seen that the master took many people from the California area to turn them into super mutants, I don't understand why he didn't realize that he had shelter 32 and 33 full of people inside, when his main headquarters was in Los Angeles area (the church)

This question has me thinking, and I wanted to know if something has been said about it or if anyone knows anything

That was the first thing I thought when I saw the vault entrance was right out there in the open. How did The Master, or even the NCR not find it when it's RIGHT. THERE.

Weird the first thing I thought of was how does someone figure two vaults instead of three?

Vault 31 literally has the pre-war Enclave in cryo sleep.
Vault 32 had a population up until two years prior.
Vault 33 has people in it.

I think you also forget those vaults probably had Enclave protection until they were defeated by the NCR/BoS. Even then messing with those vaults could provoke a response from the Enclave.

Wilzig knew who Lucy was, meaning someone in the Enclave had "real time information" from Vault 33, which was most like the Budbot running Vault 31.

You also have to consider we have no idea how long Moldaver has been lurking around in the NCR. Moldaver was not able to get in until she had Rose's pipboy.

Yes, my mistake, and you are partly right, having protection of the enclave from the petroleum makes things difficult for the super mutants, thanks for the answer

Nah, not really a mistake, just a forgotten detail, which is what makes Fallout lore so great. There is a LOT of lore buried in terminals and sometimes when people play they do not do terminals or piece it together in their first play throughs.

On top of that quite a few people did not "start the series" until Fallout:New Vegas of Fallout 4 came out.

Like I had a friend who mentioned Cooper and Hancock took the same serum, but forgot Eddie Winter had taken it as well.

the enclave/vault tec has information about every vault unless they lost the connection to said vault.

the vaults were overlooked/monitored by them after all and i doupt that all the monitoring equipment got lost with the destruction of the oil rig in fallout 2, its highly logical that they would have had backup equipment on other locations just in case.

Also keep in mind the Master's vault was mentioned in the show. At the Enclave meeting the West Tek representative said he wanted a vault to make super mutants and wanted to use illegal immigrants as test subjects.

That was Vault 87(?) in Fallout 3. The Master's Vault in F1 was a prototype demo Vault that a few LA residents used to survive the immediate aftermath of the war.

The Master moved in a few years later with his Super Mutant army.
