If you want to modify the game's .ini settings then avoid doing it by hand, because a simple typo can ruin it all. Use Bilago's Configuration Tool, because it knows all the settings, their correct spelling, and offers a GUI to easily change them:

If you are familiar with modding can you install the High FPS Physics Fix, which allows you to run the game at high frame rates. The game was designed when 60Hz was still the norm. The High FPS Physics Fix includes a frame rate limiter, a new swap chain, can modify the game's vsync settings, allows the frame rate to be set for a range of situation of the game (menu, loading, screen, in-game, etc.). It also accelerates the loading process.

Again, only mod the game if you have some experience doing this. If not, find a modding guide first and read it or watch it.
Thanks for the great answer, it's very helpful :)
Yes I used mods in the past , including the high fps fix one, but that was on my previous pc, I will definitely use it again, cos it would suck to set my monitor to 60hz every time just for 1 game lol
