Is fallout 4 worth it without any dlc in 2024?

nope. far harbor is by far one of its best DLC.

Fallout 4 is more of an action game.

Get all the DLCs. Not only are they fun, but the moment you want to mod the game, and many do want to do this, will you learn that many mods require the DLCs.
