They are not going to spend the time or the money on development of content that takes effort, let alone paying voice actors and undertaking localization for many different languages.
I think that stuff is more than possible as it does not cost too much time and money.
You said you watched the show and they literally showed the conference room of all the CEOs in the Enclave when they first invested into Vault-Tec.
The quest will likely be akin to the other CC content quests attached to weapons, armor, and items. My guess is that you’ll be tasked with hunting down and taking out 2 or 3 groups of Enclave VIPs around the Commonwealth and that’s how you’ll get access to the weapons and armor.
Any “story” will probably be communicated via notes, terminal entries, and/or holotapes.
The only thing I hope they finally do is give us a straight answer about the Enclave-Gunner connection. It’s strongly hinted at in the game that the Enclave has some kind of connection to them, but it was never revealed what that connection was.
