If you have never modded before then search for a modding guide that will introduce you to it.
it seems like a lot, so if you're not up for this, that's fine, just force your framerate and vsync to 60 in your GPU's control panel, external to the game.
course if you are up for it, you'll be on your way to the exciting world of Fallout 4 game mods, which is extensive... thousands and thousands of them.
There are stickies here and in the guides section are no less than 4 you can follow, if you want step-by-step instructions
You can Also just limit the framerate, like the first answer said. If you have Nvidia card, go to Nvidia control panel-->3d settings-->find fallout4 on the dropdown list and select it. Then find "maximum framerate" in the list of settings and set it to 60. Easier than installing mods, if you're not familiar with modding. And generally, limiting framerates for all your games is a good practice. No need to make it run in the hundreds, uses too much power and can cause your pc to run very hot. And imo, that kind of framerates are kinda useless, especially in singleplayer games.
It's just better for keeping your pc healthy and unless your screen supports those framerates, it's just wasted resources.
