that's the version compatible with most if not all of the enb presets on nexus
edit: I've never had any problems with my av program or Defender with the enb binaries and I've been using them for years.
It is a website that you are downloading from, it works just like any other website you download from, it uses cookies for various things just like any other website does, personally I would be looking more at the browser being the issue rather than the website itself, at least in this case.
Your other option may be to give the site an exception in brave, download the file, it is a zip/archive file so can do nothing till you unpack it, remove the exception, then run a through scan with whichever anti virus program you use.
Or go onto one of the various trusted security sites that deal with potential site and security issues with them and check what they have to say about the enbdev site, there again if you are this suspicious of the site why have you not already checked with places like trust pilot and the various big name anti-virus sites.
As for the version:
ENB v0.501 somewhat supports Fallout 4 NG
Quote from the author: "This version is for compatibility with last game update. Water, subsurface scattering and fog do not work. Maybe something else too. Previous game version is recommended."
ENB v0.496 supports a downgraded Fallout 4 (Version 1.10.163).
The website is fine, though. ENB isn't really necessary with Fallout 4. Some of the ENB presets look nice, but a lot of them just aren't that great. I've been trying out Utopia ENB lately because it had some nice comments. It seems nice enough, I suppose.

This one is without ENB. It's using ELFX and Fallout 4 Enhanced Color Correction, which tweaks the colors and contrast a bit.
