7. sinks and water fountains you can sip from without taking rad damage so they should be safe water to drink. You can use them to clean yourself and wash clothes the old old old old fashioned way with a bucket those washboards abrax detergent and / or soap.
personally i use mods to make craftable showers and there was a mod awhile back that had washable clean clothes mod using a washing machine as a crafting station and abrax cleaning detergent. Speaking of which washing and drying machines are still around the world and they require electricity and water but can work.
once you make settlements you can add water and ♥♥♥♥. purify it and get like 1000 bottles. Those bottles you can get enough to fill up a large water tank (well duh lol) and settlers probably use water to drink but also ♥♥♥♥ like bathe and any leftover they put it into sealed containers to drink later. Hence why it is so heavy.
worst case scenario you can use oil as the romans did or greeks whatever to "bathe" in i.e. rub yourself with it and it removes all impurities like soap without water. You will be greasy a bit until you bathe or contact water in some form but for the most part be good enough.
There is enough oil by the crops from corn to make starch you can make oil as well.
while settlers are a 50/50 on how they smell settlements should be cleaned settlers same with institute and BoS.
raiders and super mutants though would stink to high heaven. And mutated creatures would be normal musky smell since they're wild mutated animals but animals none the less.

With bathing if the collected the bathwater, it could be used to later water the crops. We don't see them specifically watering the crops either.
That's why toilet paper should be the ultimate currency in fallout.
We do find Squirrel bits but never the skins...

I really don't think it would be quite that bad. No one used showers for thousands of years. Maybe, if you were lucky you might live near a water fall- that would be a shower, but most people bathed in tubs, sometimes in water lakes or rivers (and away from crap), but in cities it would be metal tubs.
And they kept pretty clean. Not as clean as you would like, but pretty clean. people also knew to use aromatic flowers and crushed leaves like eucalptus to smell better, especially women. People, especially higher-ups used such things a lot to smell better than the `commoners`.
Now in a world like Fallout, water is radioactive, but consider that people 200 years later will have some resistance to it as well as resistances to germs (less for the SS), so people could collect water, boil it and it would be ok, though it probably cut down their lives by 10 years.
Also no one there would notice how they smell as they all smell the same. Only the SS would notice.
Now they wouldn't smell great compared to what the SS (and ourselves) are used to, but they wouldn't smell all that terrible, just off (like body odour) and over time even the SS would be used to it and not even notice.
p.s. I always found it funny how vault 81 had no anti-germ checks of visitors at all. There should be a free forced and powerful antiseptic shower for anyone entering.
