I keep finding fusion cores, but since there are no power armors, do I need to keep them or sell?

I killed a raider in Fallout London in raider power armour! I do not know if bug or not ha ha ha

There are no raiders, just hooligans. And you can only see frames getting used at a specific point, armorparts are currently locked away.
If you saw a raider then something bugged.
