manually installed and it works ok for me. I take it you've loaded up a game, then hit esc key to where one should have the 'Mod Config' selection visible, rather than from settings alone.
But MCM on its own will do very little you need mods that can hook into it.

Using version 1.35 it works but using 1.10.163 F4 with F4SE ver 0.0.6.23.
Went to MCM and there is no ver 1.40? latest ver is 1.35 according to the logs.
Ah gotcha thanx, dont need it tho, well not at the mo :)
I can hardly blame the new generation though I mean Windows comes with a build in archive function. Toke them 2 decades but hey we got it eventually.
Of course indeed almost any tech person on the planet immediately killed the function by associating it to there 7-zip or winzip launcher. xd
