There are several settler mods (Nexus) that let you recruit NPC's as settlers.
There's also a mod called Ghoulland that lets you recruit ferals (they can't be assigned jobs though).
There's a mod to recruit Arlen Glass and plenty of other mods like that at Nexus. Just search recruit settlers on the site. and give it a look
I'd just send any and all random ghouls there, otherwise. But I do that too, pretty much every time I play I want to keep the ghouls happy together. Eventually though I wind up getting frustrated like you and allowing others in too.
As for Castle, all Minutemen and settlers there have militia hats and outfits, obviously all outfits are mk5 upgraded with BW for better protection and also all have automatic laser rifles, fits with aesthetic of the faction. That way at least i can somewhat ignore that majority of them are settlers, because the look screams Minutemen
As for getting ghouls, when I made my all-ghoul shantytown in Vault 88 I located the exact time and place for new settler spawns and made a save then and there. If the settler wasn't a ghoul, I reloaded. Repeat daily. I think you should still be able to manage it in survival mode by placing a bed nearby and choosing when to sleep. Jt's quicker than hoping every day for the one-in-twenty chance that a new settler will be a ghoul.

One of my further challenges was then to arrange a different outfit for each settler, because there's exactly one male ghoul appearance and one female ghoul appearance in the mix of random settlers, and I wanted some variety.
The Slog has the advantage of a little more variety in its base settlers, which is another reason to keep Deirdre alive.
