Make the version with the short twisty barrel (it's a machine gun). Convert it to fusion cores (500 rounds). Level up in commando skill (2x). I think the science skill increase it because it's an energy weapon. 5% bonus for the Alien blasters from the comic book at the Hubris comic book store, in the top floor bathroom/star dressing room.
it's the ACME disintegration ray used by Marvin the Martian. Kicks like a mule tho, so use short burst.
Or use FO4xedit and double the hit points for the base.
1 shot water, then this and behemoths, death claws, tank bots, BOS elders, and Colter are ashpiles.
Making it legendary is fun. Sometimes you just die because you're ambushed by a Supermutant that has one. And you may as well go in naked to take it from the Zetan, because it blows power armor away, and guess what, the Zetan has one.
I don't really stealth much, except as a means of detecting enemies. Charging from the front usually works in this game...
The main thing with colter is that you want to try to break each one of his armor sections, since PA with 0 health has no weight (game logic). Usually, by the time you get to colter, you really don't have the extra inventory weight for his armor...alternatively, if you are wearing PA, you can try to get him to break each of your PA sections, and then just wear his armor, since worn PA has no weight (game logic)
Rush and squirt on him while jetted then unleash the pain from any high power or high dps weapon i have.
Jet ensures i have all the time in the world to deal damage before his plot armor reactivates. And that i don't get hit much by his gun.
And if you somehow lack supplies to deal with addiction and diseases from spamming Jet. There is market right outside with a doctor and you are in a safe zone after Colter fight so you can patch yourself up and take a breather.
Best thing about Jet is that it's effective regardless what combat build you are running ^^
It is basically Bullet Time / Sandevistan of Fallout 4 after all.

My characters are always chem addicts on Survival xD.
I use Jet and Psycho/Buff mixes aswell as Overdrive. Very often during "oh ♥♥♥♥" moments.
Where i otherwise would most likely not survive.

Tho instead of "The Sight" we get other more combat ready "super powers" from getting stoned out of our gourds xD.

The cheese that always work also work on him. Kneecapper Auto Weapon. Wounding Weapon. Plasma Infused. Two-bullets. Nuka In the Face.
And i think he is actually harder on Very Hard than on Survival. Many of the Bullet Sponges are way thougher on VH.
It's harder to hit with the thirst zapper, but that just required persistence since you don't have to worry about it running out of water.
EDIT: Or maybe not that cheesy, since Colter's electric shield's hookup gives him an in-game reason for not leaving the arena.
But see below.
It's also possible to kill Colter without using the thirst zapper by using VATS with critical hits.
I don't usually do it because it's slow going when most of your shots only help to generate a critical hit and deal no damage (even using Deliverer to help quickly bank a critical before swapping to a heavier weapon).
I've done it once or twice mostly to spit in the face of the restrictive story forcing me to accept Colter's help, even though the dialogue ignores the difference and assumes you used the thirst zapper.
Always played on Normal, that way every new area you visit will most likely spawn a 1-2 legendary enemies. (after seeing that table of % online somewhere which difficulty is better to play on)
ALSO: if you are level lower than required for NW, yeah, will be hard!
on normal, i killed him in under 5 seconds after using water gun to disable his "godmode" I believe it also depends on level. I was level 68 at the time, so i guess for me he was just another raider with pipe pistol.
