(SPOILERS) is Preston Garvey just permanently mad at me?
I didn't know you could evacuate the building when destroying the institute and now Preston keeps talking to me about how I did mass murder but in the middle of the conversation he just walks away and cancels out his dialogue
I also tried following and letting him finish but he just keeps repeating the same dialogue over and over again when I come up to him or talk to him
I tried looking online but couldn't find much
is this a glitch or is he just absolutely pissed at me?

Sounds like a bug. The Fallout Fandom Wiki suggests opening the console, selecting Preston then typing in setav MQ302Companion 1.

As always when it comes to console commands, make a separate save first, in case something goes wrong.

if I DO manage to get him unpissed at me I think he deserves an apology in the form of no longer procrastinating the quest he gave me in-game months ago

The only time I have ever had Preston permanently mad at me was after taking over 3+ commonwealth settlements with raider gangs from Nuka World.

He gets pernamently removed from player follower faction the moment you take over just one settlement as part of the raider Home Sweet Home quest.

Curiously enough if you return to The Castle freshly after taking over a settlement via Raider quest.

Ronnie and Preston (if sent there) aswell as any "Minutemen" that belong to you (Minutemen settlers and Minutemen vertibird pilots) will be hostile to you and will open fire at you. Which makes for fun shenanigans if you call in a MM controlled vertibird towards you after freshly raiding a settlement.

They cool off and return to normal non hostile selfs after 48 hours as per usual.

I've heard about the minutemen and nuka world. How does that work? Is there a way to not get him mad at me? Do I have to kill all the raiders? Can I become their leader AND not get Preston mad at me?

You can do Nuka world quests up to Home Sweet Home.
When Shank asks you to take over a settlement. That's the turning point.

Once you take over your first settlement for one of the gangs.
You lose Preston as companion pernamently. He will still give you radiant quests on occassion and will help you advance MM quests like "Nuclear Option" or "With Our Powers Combined" etc. But you cannot ever recruit him anymore.

Not even after killing the raiders and starting and completing "Open Season"
He simply won't forgive you :P And his idle dialogue reflects that with him saying things like "Some things are unforgivable" , "I trusted you once. Never again!"

The simplest way to keep Preston is to simply not become the Minutemen General before you do Nuka World. He hates you if you are the General and take over a settlement in the Commonwealth for the raiders. If you do all the raider stuff before meeting Preston, then wipe out the raiders when you are done, he will never say a thing about it.

Aight so I'm good unless I raid a settlement

If you need the achievement of 8 settlements for Shank, this is what I did. Do as much as you want in Nuka World but make a save point prior to talking to Shank, do the 8 settlements, then reload that save point once the achievement is complete. Afterwards, you can kill the raiders and Preston will never know differently, lol.
