No.,

I believe (not sure) the only place you can get it is GOG.com.

the CC store is for approved content creators only which the mod makers are NOT.

Cause of its size it is only available on gog which support the modders. There will be a with steam useable version, but no Epic version as it seems. No Bethesda support ofc, they will more likely sabotage it cause a new Fallout with 100s of hours and no money earned isn't exactly Bethesda style.

But answer is: No.
They tried it getting to work on nexus but the mod's size is too large for it. So they ditched it there.

but GOG was willing to help out, so you may get it from there.

Note: FOLON will require downgrading your FO4 game to pre-Next Gen update. All the new shiny, and mods that depend on the new FOSE, will be stripped out. Also, only available on GOG, and if you got it on Epic, FOLON won't work at all. If this was a paid DLC I'd be upset, as is, I'm still intrigued. Here's the latest I know;
