Report a translation problem
AND...... its bugged all to hell with multiple people reporting missing holo tapes, quest markers not pointing correctly, quest not updating... and so forth.
So..... talk to Bethesda.

'Okay so I ran into the same issue as several others with the lighthouse tape, and I tried completing that quest with commands (both setstage and completequest), but this wound up in two Angelos running around and Cabbage stuck in the scripts for that quest forever. Was able to muddle through until the end, but then wound up with a angelo AND a mutant AND cabbage totally un-interactable.
After a bunch of trial and error I was able to add the missing holotape (which for me was "player.additem 120013F7 1", but you will possibly have to do a "help "of atom"" and find the ID for the missing tape) and THEN run "setstage vp24_mq_201 28", at which point the entire mod then ran perfectly.
