I guess you have the 'sniper' configuration of a Hunting Rifle in mind.
And how to find it? Grabbing whatever trash hunting rifle you have in your inventory and upgrading it to a desired configuration.
Name of the weapons is adjusted in a dynamic way. Using specific configuration turns it into 'sniper' rifle, the same way as swapping parts turns a plasma pistol into a plasma thrower.
I don't have lvl tables in front of me, but specific configurations have their rarity and SSlvl attached to their generation 'drop' rates, so if something is rare then well, it's rare and/or you're under-leveled for that tier of customization.
If you're getting more elaborate, there is also loot-locking, which mostly relies on the autosaves from entering or leaving interior areas to get a save right in the middle of a legendary item being generated nearby; after the base item is chosen but before the game decides which effect it should have. It requires you to find an area where a legendary enemy spawns nearby, and a bunch of reloading one you get a save where it's the right base item. It's a cheesy way to exploit the game mechanics and saving, if that bothers you.
