if you really insist on a old, outdated version:
1) install vanilla fallout 4. start the game and check if you can enter the gameworld. quit afterwards.
2) install your first mod. start fallout 4 game, check if you can enter the gameworld.
3] repeat with the next mod.
4) repeat until you have installed all mods
sure you can be clever and install a bunch of mods but if that fails you can start from the beginning. also keep in mind loading mods for testing at a current game isnt the same as start a new charkater. things can behave different.
you have been warned.
Here's a heads up, It didn't work. It's the game itself that doesn't want to work (which isn't much news to be totally honest).
It's your mods.
The root cause is most likely that the guides you're following have not been updated for NG. Even if you are trying to do everything downgraded you will still need a guide that's aware of NG issues and downgrade issues.
Look, I'm sorry if I sound like a complete ♥♥♥♥♥♥♥, but my experience with this game is terrible. This for me is the most unpredictable game, sometimes it works without me changing anything and sometimes it doesn't. I admit that I make mistakes in cases, but there are times when the game really doesn't want to work, period.
I'm going to leave the game installed on the computer, but I'm not going to touch it for a while, I'm not in good spirits to lose my sanity trying to fix this. Another day probably.

Not really, I have two monitors so everytime he would crash I can see a overlay on the application on the second screen, besides, when it crashes, by default the pop-up will overlay the game.
I tried again and It didn't work, although, my best bet is on the Downgrader. I'm gonna try an older version and see what happens.
So:
1 Uninstall Fallout 4 completely
2 Delete any and all folders relating to Fallout 4, this includes the one in "Program Files (x86)\Steam\steamapps\common" and also "Users\username\Documents\My Games\Fallout4"
3 Re-install Fallout 4.
4 Follow this guide to the letter, with no skips or omissions. A common mistake people make is forgetting to delete the "CC" files from their install folder.

5 Download and install the apprpriate Fallout 4 Script Extender from here, don't get the 2024 version, get the 2020 version.

6 Ensure Weapon Debris is toggled off in your Fallout 4 Options pane, and put everything on medium detail for now. You can change it later once it's all working.
7 Launch the game using the Script Extender, and check everything works, no crashes etc.
8 If all is well edit your ini file to support mods, and carefully begin installing your mods one-by-one using your mod manager. After each mod is installed start the game and test it before moving on.
Do all this and you should have no problems.
