Can't get the "Traffic Jam" quest.
I was in Bunker Hill and I wanted to get Deb's quest "Traffic Jam," but she didn't offer it to me. I've talked to her multiple times and she will not give it; she only offers to trade. Without it I can't start Kessler's quest "Prep School." I've been to the National Guard training yard numerous times and the wiki says that this may cause a problem with getting the quest. I don't like to use console commands and that's the only way the wiki suggests for getting the quest, if Deb doesn't really give it to me. Does anyone have any other suggestions for getting Deb to talk to me so I can this quest? Or is there something else I have t do first in order to get it?

One possibility.

The game will not give you a quest to a location you already have a "note quest" to. So you need to read through the misc notes you picked up off bodies and I bet one of them send you to the NG Training Yard.

I had a similar problem years ago with Abbot and Hardware Town.

Second possibility is you have some mods interfering with her dialogue. That looking for work option should always be available (unless above.)

Yes. I read about the on the wiki. It has been very daytime when I've tried to get her to give me the quest.

Oh. I guess I'd better start scrounging through my voluminous inventory for that note.

I'm not using any mods, I'm playing just plain vanilla. Thanks for letting me know exactly what bit of dialogue I'm looking for when I try to talk to her.

Got it! I looked through every note in my inventory, and there are a number of them, and found nothing. Walking around, doing a couple of radiant quests and after rebooting somewhere amid all of that I went back and I was able to see a choice about a job when I spoke to Deb. So I got the quest. Thanks to all. I'm thinking it was just one of those little, transient things that can happen with the game.
