Cannot talk, Just trade

Hello everyone, I can't talk to the Sanctuary or Vault npcs, when I start a conversation it goes straight to the trade menu,

Tina De Luca's missing larynx is just normal game behavior.

You're likely using a broken mod, or have done something that shouldn't have been done earlier.

How far along in your game are you? When did this start happening? What specific mods did you install?

I played until Shaun revelation (with this bug), no mods

At what point for that though? What quests have you finished or got hanging? (because that is kinda vague - you learn things about that character all over the place)

This is normal behaviour. If a settler NPC is not part of a quest you can only trade with them. Been like that since launch.

^^ that's true too I hadn't realized you may mean "just Settlers" and not "Named NPCs". They're very different. While some shop settlers may have issues, any non-vendor settler will not HAVE anything to say to you.
