Its like most large game companies they bought out an engine and stripped it down and rebuilt it over the years. Take Call of Duty there engine was originally the Quake III Arena engine and does it resemble anything like it now...nope

Like Star Citizen, they are using CryEngine 3, but have since almost completely reworked the engine.

CE is using GameByro as a backend.[fallout.gamepedia.com]

Personally I hope they have ironed out all of the bugs that were plaguing the GB/CE engine and maybe rewrite the entire thing.

Yes, a slightly modified gamebryo engine, just like skyrim.

Hopefully it's a little bit better than skyrim's gamebryo.

Gamebryo isn't an abomination. What they do with it is. Plenty of companies use it to a great degree of success. All those bugs are indigenous to Bethesda.
