Fallout 3 Game of The Year Edition has all of the DLC and the base game. I'd reccomend you buy this.
New Vegas continued where Old Fallout left off, it is an entirely different avenue.
If you're playing in anticipation for Fallout 4, try out Fallout 3. But absolutely do play both New Vegas as well as the old titles at one point. They are arguably better games.
