Art Style or Graphics

So I've been reading alot of posts lately and it seems that theres a big uproar stating that fallout 4 looks identical to fallout 3. In my opinion people are mistaking graphics for art style. The art style, from what we have seen, hasnt changed from game to game, where as the graphics are drastically different. Heres one example:

Now these are each low res in engine pics but I think the that symply based off of the dogs coloring, stature, expressions you should be able to distinguish between the two garphicly. Although they do look similar. This is because they use the same art style. This is a common antic among gaming. Bioshock does it, Borderlands does it, and yes fallout does it to. The game is ment to look like a rustic pinup poster its by design not by mistake. I hope this could clear some misconseptions about the "poor graphics". If im an idiot and dont know what im talking about thats wholy possible and Im sure you love individuals will tell me anyways.
