Report a translation problem
It's up to the mod authors to fix it, or you to use the downgrader mod.
They didn't "break" anything. They made changes. This broke your mod. They can make changes because it's their game.
Since it's still possible to make new mods, (and IIRC, they updated the creation kit), nothing is "broken" except whatever mod you're using.
I'm note your "mate" and you're wrong. There are new mods released every day.
This one I just found with a 2 second Google search, released today:

They fixed some bugs no one had ever heard of, while introducing new ones and breaking the fan patches that had addressed the pre existing bugs.
Also added non lore, CC content, that spamming new players on leaving the vault with Quest notifications with no explanation why they should know about or care about that message.
The content while not terrible is the kind of stuff that when you have beaten the game 10 levels ago and get really bored, you might DL and play around with.
Some of it is too Zany to fit the Fallout post apoc universe IMHO.
It's incredibly unbalanced for low level characters, new players wont know any better and either get frustrated, or save scum, breaking immersion, their way to end game level gear, they should have not seen the likes of for another 40 levels or so, as progression is a big part of the game fun.
So new players will get their Fallout experience broken in 3 ways: A forcing function to savescumming, which breaks immersion, endgame level gear available at single digit levels which destroys progression, and ridicolous content ( flying pigs, TV for helmets! and dont get me started on the absurd looking, not lore consistent new Power Armors ) this clashes the grim, desolate, almost horror, atmosphere that is a must for a Fallout game.
The good news is, you can still easily donwlaod the pre update version from GOG, or backport your new game version to the pre NG version.
Every day new mods still come out that work on old gen version or on both old gen and new gen.
Also if playing New gen due to forced update from Steam there are mods out now that will remove or postpone the "new" CC content.
Bethesda will not "fix" anything. As there is nothing wrong to fix. - In their eyes.

X-cell was created to fix the 1.10.983 face-gen data issue.
Has common sense completely vanished from the human's mind? Seems very obvious to me that, if you change something about the base game, it can break modifications which have been developed against a former version of the game.
Like... how software usually works.
Or anything else. Imagine you add or remove something in your house. It usually affects things that are attached to the "something".

As far as I know, there is no official "contract" (iike a public API or similar) between the devs and mod authors. Talking about them "breaking" stuff is silly.
I mean common sense also says adding a patch that causes your mods to be incompatible and doesn't really offer any improvement to the game is equally stupid.
I don't support the patch. But saying they broke mods is also not true.
Most mods were never affected.
If you've got facegen mods, then *find a different way of doing what you want* because for sure by now, a YEAR after the update, if those mods haven't been updated by their creators *their creators are who you need to complain to*.
