YOU have some reading and checking of mod REQUIREMENTS to do...
In Vortex, click on the "plugins" on the left taskbar.
Next to each mod, it must say "enabled" and be green.
IF its not "enabled" AND green, you have an issue.
But infinite loading is a sign of a missing master file, or a broken master file. (There are other reasons too, but one thing at a time.)
Now, you HAVE to use F4SE, to load the game, because you have mods that require it.
Make sure you are using the correct F4SE...
if you are on 1.10.984 then you need 0.7.2 of the script extender. (the top choice from https://f4se.silverlock.org/ )
If you are still running 1.10.163 then you need 0.6.2.3 of the script extender, (the second choice )
The WRONG version usually throws out an error message and not a infinite loading screen.. but it doesn't hurt to double check that as well.
I would use 1.10.163 fallout 4 because it's more stable when adding mods.

Also grab the required mods because if you don't you can end up having issues as CTD and some mod conflicts.

You would have to look at each mod and find out if it's for old version or new version.
Some mod creators tell you if for next gen or not.
Other clue is Mod update date but that is not 100% reliable.
If you are going to downgrade remove all the mods files and delete fallout 4 and re-download it, Do the downgrade first then start modding.
If you are going to downgrade I would use this.

"ccfsvfo4002-midcenturymodern.esl" represents the Modern Furniture Workshop Pack, while "ccfrsfo4001-handmadeshotgun.esl" is for the Handmade Shotgun. These file names are used to distinguish between different Creation Club items
Also if you use the same game save that was used with NG then the game save is broken after downgrade due to save format is for Next GEN.
