Showing 60 FPS but dont feel like 60 FPS?
My steam says game is running a clean 60 FPS but in game its feeling clunky as if its 30-45 FPS anyone know why or how to fix

If you haven't played a game at 10 FPS just because you love it then you're not really a true gamer IMO. That said, this game has some kinks but nothing unplayable(5 FPS).

No Mods just base game with some CC stuff and all DLCs

The "clunky" feeling, is it a stutter effect? Or is it a responsiveness feeling?

Your specs are fine -I run a similar rig- so that is not the issue.

Windows 11 is a known asshat when it comes to gaming an performance: With most of the issues related to the Windows 11 security suite. Make sure your STEAM install and "My documents\my games" are on the monitoring exclusion list to prevent Windows 11 from slowing down reading/writing of info the game needs to operate.

you can also try reducing a couple of graphical settings a notch to see if it makes a difference. -yes you have a good card but this game runs on abandoned physics software that is no longer architecture supported: Hence why weapon debris must be off or you crash.

The 2 setting you can play with to see if it has an effect is the LOD and godrays.
The Godrays code is very old in the game (1st generation) and as such can cause issues, especially with new cards. LOD can have an effect on the feeling as the game is trying to load too much, too far away to make a difference to you, but you "feel" it as it tries to fill in the background.

I tried a number of setting changes and even on the lowest settings nothing changes its still saying my game is 60FPS but it looks and feels like its only going at 30fps
hmmmm... game using the right graphics card?
You can try modding the game and uncapping the frame rate.

There are risks to doing so... such as the game breaking, dialogue runs-on, physics wig outs, lockpicking and hacking issues. and more....

Grab a mod manager, (Vortex, Mo2, NMM/CE)

READ THE INSTRUCTIONS FULLY AND CAREFULLY
install the requirements,
Then install the mod.
Remove the limiter you are using (probably in NVIDIA control panel)
Start the game.



it may work for you, and solve the issue, but as I said above there are risks with uncapped frame rate even with the mod, so if you start to notice issues, try limiting the frame rate again. My rig is similar and I find I can push to about 85-90 frames before I notice issues...
(and to avoid I've capped to 75 personally)

What is your monitor refresh rate? If it's not natively 60 or 120 your game will not be producing the correct fps.
I had the same problem... I changed iPresentinternal 1 line to IpresentInternal 0 in fallout 4 settings documents and installed high fps phisics fix mod.

I just used mods to fix it thanks to everyone who tried to help me fix it without mods

guess he got a bad hdmi cable or a one that wasnt up to the needed standard.
specially when useing 4k or higher frequency you need a flawless shielded one. heck i got myself the problem that a cable that worked with my old monitor in 4k wasnt good enove for my new one with practical same specs. (still puzzled why) so if you cable isnt 2.0a/b or 2.1 you can get data rate drops, what can also result in the Threatstarters problem of lower FPS. the graca can deliver 60fps (or more) and the monitor can deliver 60fps(or more) but that dosnt help you when they see that the cable is not up for the task, than they slow down. when i dont missremember steams hardware check can tell you if your hdmi cable is good enove.
