Lol, give it up mate, half the commentators on these forums type like Cito speaks. Although this is certainly not grammar school, and for many English is not their first language (same as me), but some posts really do border on functional illiteracy.

Other general mods that I know that CAN (but not always) cause dialogue issues is TDI and FDI (True Dialogue Interface, Full Dialogue Interface).
But no a vanilla game? NEVER seen this behaviour. I am assuming you can talk to people in the Commonwealth just fine, correct? If so, Then I would start my search at anything that alters the dialogue system, and expand out from there to check mods that alter NPCs.
Some mods have patches for the DLCs and don't work correctly unless you have the DLC expansion mod installed...
Nuka Cola Refrigerated Display Case by exussfire or Nuka-World in the Commonwealth by desypage because it broke all dialogue in my game and Yes I've tested them in-game I then removed both mods and loaded a saved game from before I enabled these two mods the dialogue was fixed.

Did you check the mods for game version compatibility or Load order instructions?
it could have been the case that they were in the wrong order. OR you were missing a patch or master file.
Something to explore if you want the mods in your game and access to Nuka World.
