This is the first time I've played this game on my hardware. I bought and downloaded the game off of Steam and when I first booted it, it ran without issue. I closed the game and opened up Bethesda.net for mods. Saved mods I wanted to use and tried booting the game from the desktop. That's when the game would not open anymore
Ok, so, what have you tried so far?

If i have this right, you went to Bethesda.net, and "saved" some mods? "Saved" meaning you added them to your favourites to view later?, or actually downloaded them and installed them?
If you installed them, did you follow the install instructions 100% correctly?

It's key to know that, because this could be entirely a mod issue, and the steps taken to fix this will be completely different.

Have you verified your game yet? May be a missing or damaged file. (Especially if you installed some mods)

If you've got One Drive, quit or uninstall it, and if you did use it, check it hasn't moved or deleted your .ini files in your Documents -> My Games folders. Those MUST be there, and properly configured for the game to work. One Drive and other backup programs tend to move these, which breaks the game.

Since it worked first time, it stands to reason your PC is fine, so something's blocking it, or you've got a dodgy mod.

For the mods: I only saved the mods I wanted to use in-game into the library and favorited them in case I could not find them. I had not booted the game and opened the mod option to install mods in game yet

For One Drive: I had not that about it since I never interacted with it. I did go ahead and unlinked my account to this laptop, just in case. I also checked my other games I do have installed and they booted without isse
Oh god, I really hate cases like this...

Looking at your system, and operating system, and looking at the min requirements, you are right at the "playable" line :(

So this could be a few issues.

When you first started the game, how long did you play? Just a couple of minutes? or for a couple of hours. I'm hoping it was a couple of hours so you got a feeling for how the game ran on your system....

The first thing I would check after you are done with Liquid's advice is check your game settings. Turn them all down to MIN settings, AND MAKE SURE WEAPON DEBRIS IS OFF!!!
Weapon debris WILL crash your game every time. No exceptions.

Next, make SURE its using the RTX 3050!! You have an onboard card as well, and that one is not up to snuff. Sadly the game will sometimes select the on board card....

Once the game is running again consistently (meaning you start, end, and start several times) Then we can slowly crank up your settings.

BTW: THANK YOU for posting your system specs right off the bat!! They REALLY DO help us take a look and see possible issues.

The cpu while 'new' is still only a 2.6 and that's super edgy for this game. Bottlenecking the video card is definitely possible.

Your 144hz monitor is also a thing that will have some odd things going on since the game relies on 60 fps rather than higher, and 144 can't be divided by 60... you'd be normally at 48 'smoothly' (ish) for a monitor of that frequency.

Also with laptops make sure that the computer is on 'performance' mode, not 'economy', and that it is plugged in and running off actual power supply rather than a battery. Sometimes it'll just decide 'can't run both at the same time', so... there's that too.

Yea, agreed with the rest. I would personally stay away from Mods too (unless very simple). Texture mods and anything adding tons of assets are right out.

With a laptop you're pushing its capabilities and indeed, keep it connected rather than running off the battery. You need a super-expensive laptop if you insist on doing much else...

I myself never use a laptop to game on unless my desktop has died and that's never been much fun... except when playing Arcanum. I always like playing Arcanum on my crappy laptop. But I digress.
