save your files and archive them with a name you know you'll remember, before altering them.
The line you want to add is
bBorderRegionsEnabled=0
in the General location of the ini. read first, alter after you understand.
Disable all the quests in your pip-boy then only select the one you want to do ... .
After that, be sure about your quest's marker ... .
I have done Far Harbour a few times, long time ago. Never have had a problem with it, so ... .
I did a far harbor run recently and i got to there at level 1, yeah without listening any radios at all.
trick with the picket borders, they are not exacty straight lines at some points, or you feel that way. just give some room, dont get to close but follow it, you will eventually get to nakano's
I do remember thinking, "This is a bit weird, it's off the map!" But just kept going...
thats just my thoughts on the whole season pass/dlc content.

I mostly read about it when people used mod that altered the settlement area there and these alterations often included the - in the basegame existing - blocking wall of that cell.
