It's possible they're using the exploit to increase their settlement size. This is completely unnecessary on PC as we have the console to fix this.
To get the current number of triangles/draw budget for your settlement, click on the workbench in the console window and type:
getav 348 - Gets the current number of triangles used by the player
getav 34a - Gets the current number of draw calls used by the player
To check the current max number of triangles/draws:
getav 349 - Check MAX triangles
getav 34b - Check MAX draws.
To change the max triangles/draws there are two more commands:
NOTE: These do not add to existing budget, they set new max limits.
setav 349 - Set the maximum triangle budget for each settlement.
setav 34b - Set the maximum number of draw calls for each settlement.
Only change the max triangles or draws IF the current ones are almost reaching their limits.
ONLY increase max trianggles when needed.
Usually max draws are what needs to be increased only.
IF YOU OVERDO IT YOU COULD CAUSE CRASHES.
Increase the Max draw calls by 1000 each time.
Increase the Max Triangles by 100,000 each time.

Except he was specifically talking about armor and weapons, which will never be automatically scrapped. Only junk items get automatically scrapped.
