try settler builder:
https://www.nexusmods.com/fallout4/mods/63451
It even has a patch to extend the numbers of unqiues (yes u can SLM them) per sex:
https://www.nexusmods.com/fallout4/mods/91996
https://www.nexusmods.com/fallout4/mods/91997
Then there is this, very powerful and every settler is a unique and amenable to SLM:

I also found this very helpful ( though its buggy and you have to go back after rcell reset to requip but its so useful I cant imagine playing w/o it now.)

Family planning is a bit buggy...
And for your purposes, you'd have to tweak it to the point that every romance produced a child, the pregnancy lasts days... and infancy days as well.... not immersive.
Kind of why after playing around with such system I went with "commonwealth captives" and the good ol' settler beacon. At least that is a somewhat realistic take..

Sure, these ones are feral, but it's all the same material, right?
I can't Ada either.
Never touched any Cabot mod.
I guess I had that collections mod, although it's named differently on pc. But the same bugs remain like some cards for some weird reason you just can't pick up. I like it though.
I'm only at level 42.
I’ve gotten bored enough playing my characters I’m just going to keep playing them until their levels are so high the files become unplayable
OR repopulate the commonwealth with his own children (doesn't work, btw.)
Love going around at a demigod level and not having to sneak
I know the Enclave from earlier games would consider wastelanders unworthy trash, but with the way things have gone, a single soldier emerging from a vault to rebuild America (tm) is going to have to recruit a few locals to the cause. If a day comes where I don't need their boots on the ground anymore or they decide they're no on board with the Enclave's grand mission, there's a reason I built sentrybots.
