How do you know it's 'stuck'? Does this happen to all of them now if you walk up to them and use them from their terminal?
also the terminal says its extending satelites [Busy]
also its related to one of the quests for Chapter 2 of Sim Settlement 2

The ham radios DO have a known bug, on the wiki stating:
** Occasionally, turning off the ham radio may not disable the signal.[verified]
PC To ensure that you can disable the signal, make sure you tune your Pip-Boy radio to another channel, AND turn the Pip-Boy radio OFF, before you enter the basement. This seems to be true with most if not all "distress" type radio signals. When you turn off the ham radio, you should get the message "Default Radio Signal lost". **

7 days if you're not playing Survival, longer than 30 if you're in survival.
