Covenant is bugged, Penny and I'm not sure there's anything I can do
I got to Covenant late in the game (didn't want to do it's quest, I'm level 40, and just entered the place), but the door were already open when I got there. Weird, but ok, I guess, did the SAFE test, dude gets up from the chair, and closes the gate. Pretty standard Bethesda ♥♥♥♥ up until here, so I don't even bat an eye, but as soons as I look left, Penny's body is just lying there. Real problem, since she sells a unique shotgun, and she participates in the quest, if I'm not wrong. So what do I do? I don't want to miss the shotgun, don't want to risk having the quest bug out, and I'm playing on survival (which mean bethesda turns off you console, ♥♥♥♥ you Todd).
Right now, my best option is searching for a mod to enable console on survival, or is there anything else I can do? I don't want to scrap the file.

You will have to load a previous save from way back when she was still alive.

I would love to, but survival only stores your last three saves. Obviously I thought about it, but even if could load back, I could lose potentially any amount of progress, since, like I said, this was the first time I set my foot on covenant, there's no reason for Penny to be dead.
But anyway, I makes you feel any better, I think I might have found a way to legit use the console, bring her back, and the go back to survival. Still haven't had the time to test it, but I will post back when I do.
OK first off, who cares? she's unimportant as far as the quest goes, if you pick the lock and get the letter with the pw or just get on the terminal, he'll be at the gate confronting you... her chattiness doesn't really matter, and secondly, that Justice is stupid, it's just staggering on a regular combat shotty, nothing truly unique, just name any shotty with stagger on it "Justice" at the bench and be done with it, if you're that obsessive.

If you have OCD and can't get past this? Fine. Lower the difficulty then highlight her, and do 'resurrect; enable' since the console now works... this is redundant but I always do both, so you will too. :-)

You don't need any mod to disable survival difficulty, nor to re-enable it... if you put in a survival console mod, you'll have a hard time resisting using it, were if you have to do it manually, you'll only do it when you need to, really really need to, like this particular thing here.

So pop out of survival, do what you need to, res her but don't recycle her, and when you're done with this, or if you want to move the setstage along for the covenant mission manually, do that too, now, and then 'cgf "Game.IncrementStat" "Survival Denied" -1' and hit esc, go to gameplay difficulty and put it back on survival, and go sleep on that outside sleeping bag or the one bed in the quest house to save, before proceeding.

^ I used that too many times before, its almost the best way when you play as a purist..

After too many needs of console for this and that i decided to enable console via a f4se plugin, unlimited survival mode..

there is a list of things it enables/disables but you get to choose them to turn on and off

I saw online someone mentioning this as a way to sorta fix it, and it's what I'll try. Thanks a lot for the help, and yeah, I'm sorta hyper fixated on this small things, like """"important""" npcs dying, or anything like it. Anyway, thanks a lot, will try it, and post about it later.
trust me, it works. And you don't need to memorize it, put it in a plaintext file in your main Fallout 4 directory and you can invoke with like 'bat backtosurvival' or whatever is easy to remember next time.

as Zes said, we've all had this issue, it's a Bethesda game, it's gonna bug eventually... you need console once in a while... it's down to your self-control if you can handle having it reactivated in survival mode, or if you don't trust yourself, I sure don't! I'm a rampant cheater, even if I don't want to, I can't resist. So that's why in my "real" game, I do it this way. 2500+ hours, dozens of times. It certainly works.

Thanks a lot, both of you guys. I did work in a very buggy and bethesda way lmao. But it did work. I'll be honest, having 750 hours on this game, mostly on survival mode, and not knowing about the fact you can use the console like that, makes me feel pretty stupid lol. Either way thanks a lot, both of you.
But I'll add that before resurrecting a npc, you should probably use the recycleactor command first. I'll write this, so if anyone ever again have this problem, they know what to do:

1. change your difficulty to anything but survival
2. open console and click the dead npc
3. type 'recycleactor', and then 'resurrect', then 'enable'
4. type 'cgf "Game.IncrementStat" "Survival Denied" -1
5. open the menu, and go back to survival

Just saving this in case anyone else ever have this problem, but let it be known this solution came thanks to Death Approaches and Zes help's. Thanks a lot you two
