[SOLVED] Very high framerate and cannot cap fps
Solution (from u/rikaco on Reddit):
"Open Nvidia control panel, it'll default to "manage 3d settings", on the "global settings" tab. Switch to the "program settings tab", and there will be a drop-down that loads with a list of games and such (slowly, sometimes). If Fallout 4 isn't there, click "add" and either select it from that list, or navigate to where you have FO4 installed and select the exe file. Then it's just under "Max Frame Rate" in the list of settings."

My framerate is completely out of control. According to Steam's fps counter, Fallout 4 runs at 1700 - 2300 frames per second. No, I'm not kidding.

First off, I don't have that great of a computer. It's pretty outdated. Here are my specs:
- 16gb RAM
- Intel i7-4790k
- Nvidia GeForce GTX 1080
- 500gb m.2 ssd (for Windows 10)
- 2tb HDD (for games)

Fallout 4 has always worked fine for me, even when I figured out how to install mods from Nexus Mods. I even reached a point where I had almost 180 mods installed at once. The game still ran fairly okay.

But because of Destiny 2 and other game releases, I stepped away from it for a while.

Recently, I got back to it and tried to play it with mods. I ran into the issue mentioned at the top. I didn't know how to fix it; so, I tried everything I could find on the internet.

I tried:
- disabling all my mods
- using the "-refresh 60" launcher option
- limiting my monitor's refresh rate to 60hz
- verifying game files
- manually setting iPresetInterval to 1 (it was already set to 1)
- reinstalling Fallout 4
- uninstalling, deleting all game files, reinstalling
- deleting Fallout 4 folder located at (C:/Users/[username]/OneDrive/Documents/My Games) then reinstalling.

So far, none of these worked; and, I'm getting really frustrated. I just want to play Fallout 4 and I can't even play it vanilla. Anyone have any ideas?

Start by using the GeForce Experience app to set Fallout 4 to the recommended optimal game settings for your hardware. Then in the Windows Nvidia Control Panel from the Manage 3D Settings select the Programs Settings tab at the top of the options (rather than the Global Settings tab shown by default). From there, you can select the program to customize and any options like Max Frame rate (I also set the background frame rate to 60 fps as well).

I was able to set a max framerate for my RTX 2070 Super by going into nVidia Control Panel, creating a game profile for Fallout4.exe and setting max framerate there to 60, and I put v-sync on Fast as well since my display has a 60Hz refresh rate.

Game's not going above 60 so it's definitely working for me.

I had the exact same bug, on my prior windows rig.

- 16gb RAM 1866 mhz
- Intel i7-4790k 4.7ghz
- Nvidia GeForce GTX 980 4gb + 8gb normal ram designated (cpu was fast enough for it)
- 500gb m.2 ssd (for Windows 10) Gameplay
- 2 x 1 tb HDD Game storage

But i never adjusted it. Cause when i did, my game crashed due to weapon debris.

And never throw away your i7-4790k these baby's are more worth then gold. I can sell mine, for more then i bought it for.

Yeah the 'experience' is huge bloatware unless you're using it to take unusually large panorama screenshots, or other effects that require more control over your screen... otherwise just installing the driver is always >>> the suite.
