I'd bet that the majority of players can't even run the game in 4k maxed yet, I know my machine only keeps like 45fps in 4k.
They literally announced a next-gen patch for this game in October of 2022, with a release date of "sometime in 2023". And Fallout 4 isn't the most recent game in the franchise.
Or because they had to focus their efforts on Starfield, a product that would make money, instead of a free patch. And with Starfield having problems (player count has dropped a lot since launch), more effort is likely being put into Starfield still rather than the patch.
My point went over your head. Companies very regularly make claims and deadlines that they then do not keep. It happens constantly, in movies, shows, and even games. If you truly believed a FO4 remaster was going to come out this year then I'm sorry but you're naive.
Game runs fine on my computer. I play on max settings, in 4k. I don't need any mods to fix anything. Maybe your PC just sucks.
