Any help finding the laers placed by hand in the world?

If it's a mod, on nexusmods, it will have a comments section that you might look at. It's entirely possible that the FAQ or any pinned comments by the mod maker include such info, or that they don't WANT it to be well known so you'll explore. I've seen both with mods that add things.

LAER was in new vegas. A very powerful weapon designed in Big MT and further enhanced by Elder Elijah. In f4 its probably a mod.

laser mod can only be bought from vendors.
for laser musket, you got some in the casttle armory, available only if you did the minuteman quest.

you'd better remove the mods from looted weapons from mobs and upgrade your weapon with those.

It's a downloaded mod, not an in-game 'weapon modification kit' you'd find in the workbench.
