If you're looking for an all-in-one, there's Luxor's HD Overhaul[www.nexusmods.com]. This is the most complete and up-to-date texture pack on Nexus.
If that strays too far from the original style, SavrenX used the HD DLC as a base and shrunk most of the textures. You can then download 4estGimp's repackage[www.nexusmods.com] and follow his instructions[www.nexusmods.com] for installing several more texture packs on top of that. Then you could add a few more mods on top of that if you want more 4k textures.
If you don't know what to do for a base or how to mod Fallout 4, I guess there's The Midnight Ride.
Covers all textures.
Comes in a 2k and 4k version.
You can either use via mod manager or copy paste over your game folder files (which is what I did)
Can take a while to download if u dont have a fast connection, but I love it.
