There have been no updates since last year.
Well to be fair he is still correct in how he worded it. The last update for the game is the most recent update. Even though it was a while ago now.
I wish I could help you, but I unfortunately have no experience with downgrading my game. I can only suggest following the guide again or perhaps finding a new guide, just in case the one you followed has a small error in the steps. There are probably quite a few youtube guides, you may have more luck with one of them.
Once you get your game working again, I highly recommend setting your steam app manifest file for this game to read only. That way if any future game updates manage to download, it will be unable to be installed. Good luck.
Because if you've downgraded in the past, why did it update?
As Neo says though, make the manifest read-only, you can even 'hide' the game but still play it using F4SE and making sure that Steam is *actually running* first.
Also: "she". and I've been here for a long time, seen plenty of people who have no idea what they're doing, and get uppity when they are frustrated. I get that your'e frustrated but don't take it out on me, I'm trying to help you, dude.
Following the guide, at what point does the game NOT work correctly? When you try launching, how are you launching? Does the game reach a certain point in loading and stop? what exactly happens?
You can't run the downgraded game using the PLAY button, as far as I know, and that seems to be the only thing that I can think of that would cause a non-upgraded, or downgraded game to launch and update ruining your 163 install. "Just vanilla" is irrelevant because Steam can't be used normally to launch the downgrade far as I know?
There is both a mod to do this for you, linked in that same thread you posted on page 2, as well as the much easier though $$ involved of buying the game on GoG instead and having it installed on a separate area of your drive. I personally look at that 'download all this stuff and move it around' ... and my eyes go crossed because man that is way more effort than I'd want.

I did this for almost 4 months, myself, because I had to upgrade from w7 to 10, and did not trust it to run correctly. But in that time too, they dropped the update and I did nooooot want to break my then-450+ hour run (currently nearly a full month of hours worth at like 28 days?) and have to start new.
The game runs fine with the recent update and mods work fine too.
I have been downloading mods from 2015 that still work right up to the most recent mods such as the lustful lore cover changes and it all works fine.
0 reason to downgrade.
Any mods that actually matter and are worth downloading have already been updated.
Any mods that matter TO YOU, maybe.
Some of mine predate the Vortex launcher. Some are older versions being used in tandem with newer ones (Not Your Average Neon) which can no longer be found because chuck has the new version available. (but I like the old one better).
Most mods that are very popular have in fact been updated, that is true. But there's zero accounting for whether they are 'important' because that is 100% subjective. What most people 'think they need' doesn't necessarily coincide with what any given person does need or want. I don't use the UFO4P for instance because it does all manner of crap that I've never needed to 'fix'. "important" yes, "matter?" not so much.
