Report a translation problem
If you have any other mods that might affect bodies and faces, remove them first. Then reinstall CBBE, following the instructions carefully and slowly and see how it looks.
The sin you choose for CBBE, is not compatible with what the game tries to put on the NPCs.
Make sure you have a compatible skin installed .

The cause to this is the person did not use Bodyslide or did not include the current outfits in Bodyslide. As you can see after Bodyslide is ran it fixes the meshes and issues.
Which means pretty sure the OP never actually ran Bodyslide and had only installed it. It does not matter how well the OP installs CBBE, Bodyslide, etc if the OP never ran Bodyslide to do what it is supposed to do (make mesh files fit the new body size.)
Bodyslide is NOT a mod, it is a tool that MUST be run after installing it and CBBE. Which means you have to do more than just install it.
Yea, he's right. I'm just reinstalling my game after a pc format. You do need to do that on top to get everything working on npcs too.
When you use a body mod. (CBBE, TWB, Fusion Girl, Body talk, etc) you MUST run body slide for all outfits in the game.
There are MULTIPLE guides on how to use bodyslide (including on the mod page itself) and how to do a "batch" run for all the clothing.
Please read them.
ALSO NOTE: every time you add a new clothing, or armour, you MUST make sure they are for your body type, AND that you use bodysilde AGAIN to build the armours/clothing/ to your customised body.
If you change skin textures... Bodysilde AGAIN...
And so on for anything that affects your character, be that equipment they wear, to clothing, to skin textures, to make up effects,....
So if you don't understand how to use Bodyslide by NOT READING THE MANUAL, you are setting yourself up for constant headaches and problems.
