Not sure if this is on console or pc, but it seems you have not followed the instructions properly and installed incorrectly.

If you have any other mods that might affect bodies and faces, remove them first. Then reinstall CBBE, following the instructions carefully and slowly and see how it looks.
Isn’t the black face bug a vanilla bug??
Use the brown face bug fix, you can find it on NEXUS mods.
This sounds not like the bronw face bug, but like overlapping skins.
The sin you choose for CBBE, is not compatible with what the game tries to put on the NPCs.
Make sure you have a compatible skin installed .

The black in this case is the skin not covering the body properly. So anywhere the skin dips below the body frame it creates black spots.

This is what the OP is probably looking at:

The cause to this is the person did not use Bodyslide or did not include the current outfits in Bodyslide. As you can see after Bodyslide is ran it fixes the meshes and issues.

Which means pretty sure the OP never actually ran Bodyslide and had only installed it. It does not matter how well the OP installs CBBE, Bodyslide, etc if the OP never ran Bodyslide to do what it is supposed to do (make mesh files fit the new body size.)
I end up uninstall the game delete all the mod. I reinstall the game, install NMM, install CBBE, run the game NPC still end up with black patch on their body. As for player character, it look fine. It just NPC that really bother me. The black patch on the body and head and body color not match.

And your game is from... GoG? They have forums too. Since the account you're posting from here doesn't own the game are you trying to use it through Steamdeck or another OS that is not Windows?

So you did everything but run Bodyslide tool as I told you to.

Bodyslide is NOT a mod, it is a tool that MUST be run after installing it and CBBE. Which means you have to do more than just install it.
I will do it again to see what happen. This time i install cbbe, bodyslider, atom girl outfit, and tina bodyslider. This is all compatible with cbbe.

YOU NEED TO RUN THE BODYSLIDE TOOL, NOT JUST INSTALL IT.
I did use slider what i do not understand some of the vanilla cloth on npc work without black patch or different color between body and neck. There some vanilla cloth I put on npc show black patch and different t color between head and body. All the vanilla cloth I buy in game merchant.

Yea, he's right. I'm just reinstalling my game after a pc format. You do need to do that on top to get everything working on npcs too.
I did use body slider with Tina body and atom clothes for my character but as for vanilla clothes I did not use body slider. Do I need to use body slider for the vanilla clothes for npc?
Yes.

When you use a body mod. (CBBE, TWB, Fusion Girl, Body talk, etc) you MUST run body slide for all outfits in the game.
There are MULTIPLE guides on how to use bodyslide (including on the mod page itself) and how to do a "batch" run for all the clothing.
Please read them.

ALSO NOTE: every time you add a new clothing, or armour, you MUST make sure they are for your body type, AND that you use bodysilde AGAIN to build the armours/clothing/ to your customised body.

If you change skin textures... Bodysilde AGAIN...

And so on for anything that affects your character, be that equipment they wear, to clothing, to skin textures, to make up effects,....

So if you don't understand how to use Bodyslide by NOT READING THE MANUAL, you are setting yourself up for constant headaches and problems.
