Thanks a lot chap.
Nuclear Phycisist Level 3 does not provide the advertised Fusion Core consumption reduction for Power Armor. Reduction stays "stuck" at Level 2.

I might just say avoid night person rank 2. The night vision effect can be generally annoying in well lit areas. And theres no way to stop it.
Other than that, I'm not sure if anything is mechanically buggy. Waste of a point, yes. But not buggy. XD
I don't think there is really anything too broken as far as the perks you select when leveling up are concerned. However, the magazine perks are somewhat different. The entire line of Tesla magazines (that are supposed to boost critical damage for energy weapons) is totally useless as it doesn't actually apply to any weapon. They look for a keyword that isn't actually used on any weapon.

But there are some issues (mostly annoyances) with normal perks. Not being able to paralyze or critical hit at all with rank 5 Iron Fist while in power armor. The animation and sound effect when Big Leagues rank 5 happens. Penetrator not working with explosive or plasma weapons.

I see. Any major bugs in the game I should be concerned? And is there anything like the Skyrim Unofficial Patch for F4?
Loadsceens can take an eternity with some hardware, mainly SSD, but that can be fixed with mods. There are a million threads discussing the issue and its fixes. I've been happy with Load Accelerator.

The UFO4P unofficial patch exists.

What we usually recommend round these parts, however, is to PLAY the game vanilla if possible for a good number of hours before deciding you 'need' a patch.

Patches should be applied *sparingly* and only when they WILL help your specific issue. Otherwise there could be a lot of stuff that it's doing that doesn't NEED doing.

And only under a doctors supervision. O_O

Well fairly:

"I want to make sure I don't catch a flu this year."

Well there's a flu shot!

"Let's get the full-body cast after an MRI and start chemo".

To me, that's... what UFO4P does ;) an exaggeration but still, apply what you need, rather than just 'whatever everyone else uses' since all computers and installs are different and you might be more tolerant of the buggy weird than others, or want something else from the game experience.

Got it. My plan is to play the game vanilla first becuase of the achievements, and for next playthroughs I'd probably mod it. My worry is that some quests might be broken due to bugs like in Skyrim. And I've faced some long load screens as someone mentioned before.
If this is your first time playing the game on the "next gen" version of the game then playing without mods is probably for the best especially if you are new to modding, but if you know what your doing and can follow some guides then now thank to Bethesdas broken update you'll need to install and run the game off of 'F4SE', then get the 'X-cell' mod and the 'Tina Deluca and Doctor Penske Face Fix' and then the unoffical fallout 4 patch and then you can get the achievement enabler mod plugin for F4SE all so you can play a more bug free and stable game.

Personally i rolled back the game to pre next gen update to keep my stable bug free mod list. which if you did that then all you need is the Unofficial patch plus F4SE so you can get the achievement enabler mod

Excellent decision!

But on the first play through I am worried it will ruin your experience with next gen:
The problem is the game joy breaking CC quest sspammed into your quest folder as you exit the vault at Level 1.
if you dont downgrade for the proper experience to version .163 at least use the NixGen mods to delay those CC mission.
There is no reason why the player character would be aware of these CC quests or care about them if he did.
They will either get you constantly killed and frustrated ( cuz the enemies are late game enemies mostly) or get you to savescum yourself thru them, break your immersion and get late game gear early in the game completely ruining the main fun components of the game - the joy of finding and then using ever better suff.
It be a shame for the expereince to be ruined.
And the "New Gen" ruins that.
Here are two mods,
one blocks the new (and badly unbalanced) CC content altogether and the other allows you to delay it .
As these were clearly written for folks who had already betane the main quest and got bored you might want to delay them to after beating the main quest:

Disable:
https://www.nexusmods.com/fallout4/mods/82345

Delay:
https://www.nexusmods.com/fallout4/mods/82311
As noted there are a few minor bugs with some of the perks, mostly just minor frustrations or “not quite as advertised”.

There was a quite serious bug with the Penetrator perk in the first version of Next Gen update, but I believe that was fixed in the patch?
