Lots of things happened since then and I now have a new Steam account, so forgive me for being a little out of loop.
Then you haven't checked in quite a while. Its regular price dropped to $30 back in 2017, then down to $20 in 2021. Steamdb keeps track of all the prices.
I graduated high school in 2018 and I don't remember Fallout 4 being $30.
You don't need an account. (At least, I don't recall ever making an account. And if I did, it was free.) You just select the game you want, and set the timeline to maximum. And it dropped to $30 on June 8, 2017.
or you may have even bought it on GOG. I have been accused of being on the High Seas cos some people don't realise that Steam is not the only games platform on the planet.
p.s. To be honest Fall out 4 should really be no more than 10 bucks now.
I got to looking, and it seems I do have an account, made 8 months ago. I've never logged in, and don't remember making it, but it does apparently exist.
I bought FO4 in June of 2023, for $6.99. I started playing it in October of that year. Later on I saw the GOTY edition with all of the DLCs for $9.99. So I went for that. In the end I paid $16.98 for the entire game with all DLCs that I've been playing for a while now. Definitely worth it even though I've essentially wasted that initial $6.99. Even at $20 I'd say that FO4 would be worth it.
I bought it only on Steam, BTW.
