i just got it lol , i played around 6hours with my settlement at 100% to get the achievement
That guide, while it does work, is a little off. The fastest and easiest way only involves a single setter. Having more than that just means you need to build more stuff to get Happiness to go up. The lone settler mans a store, while you put food in the workshop yourself. (The settlement doesn't need to produce food, it just needs access to food somehow. Putting it in the workshop yourself works, so you don't need a farmer or another settlement with a provisioner set up.)
i got the achievement but after 6 hours of playing with a 100% happiness settlement
