And probably the game was already borked before you started using Vortex
Key steps:
Download Creation Club content:
Access the Creation Club content through the Bethesda launcher and download the desired items.
Locate the files:
Navigate to your Fallout 4 game directory and find the "Data" folder where the downloaded Creation Club files will be located.
Open your mod manager:
Launch your preferred mod manager, like MO2/Vortex
Create a new mod:
Within your mod manager, create a new mod with a descriptive name like "Creation Club Weapons" or "CC Housing".
Move files to the mod:
Copy the relevant .esl and .ba2 files from the "Data" folder into the newly created mod's directory within your mod manager.
Adjust load order:
In your mod manager, position the newly created Creation Club mod in the appropriate place within your load order depending on how you want the content to interact with other mods.
Important points to remember:
ESL files:
Creation Club content often uses .esl files which are considered "official" by the game, allowing you to load more mods without hitting the plugin limit.
Overwrite issues:
Be cautious of potential conflicts with other mods if they modify the same assets as the Creation Club content.
Mod manager specific instructions:
Consult your mod manager's documentation for any specific steps or settings related to managing Creation Club content.
Mixing mod managers? How so? And the game's borked? It runs just fine with the exception of the missing Bethesda mods. They are:
Cheat Terminal
Settlement Menu Manager
[PC] Creative Clutter - All DLC
[PC] Modular Kitchens Updated
[PC] USO Base Game (core component of Unlocked Settlement Objects)
[PC] Do It Yourshelf Updated
[PC] Do It Yourshelf Texture Pack

If I could find these mods elsewhere, I could look for what I need there. But they're not on Nexus mods, and I don't know where else to find them.
Other than the Bethesda mods everything works just fine, I couldn't be happier. The only codicil that in many of my settlements, there would be a lot of missing things.
What I do with those menu mods is copy & paste 'em into their own separate folders, select the main & texture BSA's along with their .esp, right click the 3 selected items and then
Send to > Compressed (zipped) folder. (save them as backups.)
I'll do it for each of the mods, then copy/paste the zipped files to the particular folder with my nexus mods where the mod manager will see them all nice & tidy & zipped, then I'll unsubscribe from and delete the originals I'd downloaded from the menu. works for me.
