Need help - framerate changed suddenly
Hello there!
Issue is simple - I've upgraded and setup a new PC, got a new monitor with refresh rate of 144Hz max. Installed Fallout 4... and sadly, my frames are worse than on my past PC. I read some forums and they've said that it cuts the fps more than a half if anything is above 60fps. However, tried to make my previous monitor default again, (it had max 75Hz) and the issue persists.
I made the app force 60fps max in Nvidia Panel, tried to mess with ini files, but nothing helps :(

ipresentinterval is the in-game vsync
it needs to be zero in both ini files, else it can block some control panel settings

cap the fps to 60 in the nvidia control panel for fallout4.exe

i have a 75hz monitor and my game runs on 75fps with no problem. i might be wrong but I think going over 60 FPS does not effect the game if your monitor supports it, maybe read through this https://www.reddit.com/r/pcmasterrace/comments/4ht6m2/ok_i_keep_seeing_this_misconception_about_fallout/
also are you using mod organiser? I had plenty of issues when it came to changing ini settings since i found out that they tend to reset to their old setting or not work at all and you might have to make the ini file a read only file after you change it etc etc until I tried it with my mod organiser.
maybe setting ipresentinterval to 0 might help
certain mods can also eat away fps like scrap everything which is a mod that i couldnt live without and had no choice but to delete and my failure to find something similar and a bit of OCD brought me back to it.

1) Disable V-sync in Drivers and in Game.
2) Enable Fast Sync (nvidia), Enhanced Sync (AMD).
3) Set your monitor to 144hz.
4) Set your FPS cap to 144.
Optimize your in-game settings using this guide, I use it and I have an AMD GPU: https://www.nvidia.com/en-us/geforce/news/fallout-4-graphics-performance-and-tweaking-guide/

Install High FPS Physics Fix - it will fix the 47 FPS bug and will even allow you to play above 60. Don't bother with control panel settings.

I know you looked in the inis but maybe you missed "iPresentInterval"? It divides your monitor's hz by the entered value (i.e. "iPresentInterval=2" is 60hz / 2 = 30fps).

You need to edit both Fallout4.ini and Fallout4Prefs.ini. Both have iPresentInterval and if they don't match then audio-desync occurs.

In both files the value is set to 1. :(

I run Nvidia. There's no Vsync option for Fallout 4 ingame nor in the launcher, that's why I used the control panel.
Monitor is set to 144. Did cap on Nvidia panel to 60 even, cause I don't need the game to run on more than 60fps tbh.
Will check out that link tho and update the topic.
